Working with King County, Washington’s Metro to take a systemic, portfolio-based approach to transform into a more innovative learning organization that will enable them to transition to a zero emissions bus fleet.

About King County Metro Systems Innovation
King County, Washington’s transit agency (KCWA Metro) has ambitious plans to transition to a zero emissions fleet by 2035, one of the most aggressive schedules for any county or city in the US. Transitioning their fleet at the desired speed and scale requires innovating on the whole system itself to help create the conditions for a new organizational ecosystem made up of County employees, residents, and other key actors, who are empowered to drive continuous learning and innovation efforts necessary to shape the desired future. Therefore, in 2023, CPI began a partnership with KCWA Metro to deliver a series of modules to support the transition using a systems innovation approach. This partnership is expected to take place in 2 phases which would help Metro create a learning culture where key actors can connect, innovate, and learn.
King County Metro Systems Innovation Phases
Phase 1: identify and activate key players
Phase 1 took place between March 2023 and April 2024. The overall objective of this Phase was to identify and activate key players and teams required for this transformation and unite them under a shared mission.
Phase 2: build and nurture culture
Phase 2 is expected to take place between May and December 2024. The overall objective of this Phase is to build and nurture the capabilities and culture so key actors can innovate to meet Metro’s zero emissions goal.
